When we touch the television or the computer monitor screen we will get a slight shock because the hair of the skin and the television screen get charged because of an electrostatic force.
We get slight shock when we touch the screen because the screen is negatively charged and the dust particle will fly near then the negative charge in the screen will induce a charge in the dust particle also pulling the negative charge close to it then the pushing of positive charge away.
The dust particle moves towards the screen which is negatively charged and the other is in positive charge. According to the inverse square law the force of attraction will be more than that of repulsion as the negative side will be close to the particle and the net force towards the screen.
So then the screen will attract the negative side and pull the dust particle to it.
In the screen the electric charge is collected and when we touch the screen by the hand, then the charge on the screen will dispense through our body and it will cause a slight shock for us.
