The council included Tej Bahadur Sapru, Subhash Bose, Mangal Singh, Ali Imam, and other numerous pioneers as its members. The report was finalized by August 1928. Though, the recommendations of the Nehru Committee were in complete agreement there was an issue regarding the favoring of the ‘dominion status’ by the majority. On the other hand, a small section of leaders felt the need for ‘complete independence’ or the ‘Purna Swaraj’ and eventually it was the minority section who were given the liberty of action. Hence, the Constitutional Framework of India was prepared by the INC sub-committee under the chairmanship of Motilal Nehru.
