Hint: This plant in Chattisgarh is the single and most significant supplier of the country's longest rail tracks. These rail tracks measure 260 metres which are almost 850 ft.

Complete answer:
The Bhilai Steel Plant (BSP) as its name suggests is located in Bhilai. Bhilai is situated in the Indian state of Chhattisgarh. It is India's first and most important producer of steel rails. However, it also includes a wide range of steel plates and other steel products. The plant also manufactures steel and businesses in various chemical by-products. These are derived from its coke ovens and coal chemical plant. It was set up in collaboration with the USSR in 1955. With the help of USSR, Bhilai Steel Plant (BSP) has successfully won the Prime Minister's Trophy for best-integrated steel plant in the nation not once or twice but eleven times. On 29 November 2016, the 130-meter rail was rolled at URM, Bhilai Steel Plant(SAIL). This was the world's longest rail line in a single piece that was spread at Bhilai. The plant also manufactures products such as wire rods and other merchandise.
Therefore the correct answer is “C. Bhilai”.

Note: It is the flagship integrated steel plant unit of the Steel Authority of India Limited (SAIL) which is a Public Sector steel company. It contributes to the largest percentage of profit in this particular industry.
