Article 66 of our Constitution deals with the Vice-President’s election. He is elected by the method of indirect elections, just like the President is elected, but not elected directly by the people. The members of an electoral college elect him. This Electoral College consists of both the Houses of Parliament. Therefore, the Electoral College constituted for the election of the Vice-President is different from the Electoral College constituted for the election of the President in two ways. First, both the elected and nominated members of the Parliament are included in the Electoral College for the election of the Vice-President whereas, only the elected members are included in the case of the President. Second, the members of the state legislative assemblies do not constitute it whereas both the elected members of the legislative assemblies of the union territories of Delhi and Puducherry and also the elected members of the state legislative assemblies are included in the case of the President. But the manner of election is the same for both the President and the Vice-President. Thus, the election of the Vice-President is also held in accordance with the system of proportional representation by means of a single transferable vote and the voting is by secret ballot.
