The Zila Parishad is the highest institution of Panchayati Raj in India. It is at the apex of a Panchayti Raj system. This institution coordinates the activities of all the Block Samitis in the entire district. Zila Parishad elects most of its members. The Chairperson of Zila Parishad is the political head of Zila Parishad. Zilla Parishad established at the district level is known by different names. Zilla Parishads were again revived in 1993. Members of the Lok Sabha and other officials of other district level bodies along with the MLAs of that district are also its members.
The District Advisory Council has the following members-
1. The chairman of all Panchayat Samitis in that district.
2. Zilla Parishad has all the M.P.s and M.L.A.s and M.P.s of the district as the associate members of the Zilla Parishad. In some states these officials do not have the right to vote.
3. Certain seats are reserved for women candidates, scheduled castes and scheduled tribes
4. Representatives of municipalities and co-operative societies of the district are also its members.
5. The ex-officio members of the Zilla Parishad is the Deputy Commissioner of the district.

Note: The lowest unit of the Panchayati Raj system is gram Sabha. Every adult of the village is a member of the Gram Sabha. Only villages with population exceeding at least 1500 people have Gram sabha.
