Hint: The "Literacy rate" is defined as the percentage of the population aged 15 years and over who can read and write. By 2020, the literacy rate in India is 77.7%.

Complete answer:
The literacy rate in India is calculated in two ways:
-Crude Literacy Rate: It takes into account the total number of inhabitants in a given geographic area and the number of literates among them.
-Effective Literacy Rate: It takes into account the number of people aged seven years and above in a given geographic area and the number of literates among them.
According to the 2011 census, India's literacy rate is 74.04 per cent, the male literacy rate being 82.14 per cent and the female literacy rate 65.46 per cent.
The literacy rate has a direct and vast effect on the standard of living of the people. If people won't be literate, they won't get good jobs which will ultimately affect their standard of living negatively.

The factors affecting literacy rate are:
- Poverty
- Population
- Social evils
- Corruption
- Gender inequality
- Emigration
- Orthodox thinking

In India, Kerala tops the literacy rate chart with 96.2% literacy rate. This is because of the equal opportunity for education given to both male and females. An effective education system and the execution of literacy programmes have enabled a large proportion to acquire education. Andhra Pradesh has recorded the lowest number of literates.

Looking at the above options:
Option a: According to the 2011 census, Mansa had recorded an average literacy rate of 58.08%.
Option b: According to the 2011 census, Barnala had recorded an average literacy rate of 79.59%.
Option c: According to the 2011 census, Bathinda had recorded an average literacy rate of 73.80%.
Option d: According to the 2011 census, Faridkot had recorded an average literacy rate of 70.6%.

Hence, option 'a' is correct.

Note: The right to education is applicable for all the people as stated by the Constitution of India. It is the responsibility of each person to discard the evils which come in their way to education. The government should also create awareness and promote literacy among people.
