It came to existence when the WHO Constitution was signed by all 51 member countries of the United Nations (10 other countries signed gradually) on 22 July 1946. Thereupon it became the first specialized agency of the United Nations which had every UN member as its subscriber. The Constitution officially came to force on the first World Health Day, i.e. 7 April 1948.
Though it is a specialized agency of UNO, its parent agency is the United Nations Economic and Social Council (UN-ECOSOC). It’s Constitution, which clearly lays down the agency's governing structure and principles and mentions its main objective as "the attainment by all people of the highest possible level of health”. Its headquarters are situated in Geneva, Switzerland. There are six semi-autonomous regional offices (located in Africa, South-east Asia, Europe, Eastern Mediterranean, Western Pacific, and the Americas) and 150 field offices worldwide. At present, it has 194 members.

Recently the WHO has been in news due to the creation of the WHO Foundation (an independent grant-making segment) on 27th May 2020 that seeks to cooperate with the main Organization in its efforts to address the most concerning global health issues. It has been headquartered in Geneva (Switzerland).

The Foundation is legally separate from WHO and its main purpose is to help broaden WHO donor base and work towards attaining a more sustainable and stable funding. It shall provide funds (contributions from the general public, individual major donors, and corporate partners) to WHO and its close partners to achieve the Organization’s “triple billion” goals which aim to:
Protect 1 billion people from health emergencies;
Assure healthy lives and wellbeing to 1 billion people by 2023.
