Hint:
He was related to the revenue system in which revenue was collected on the basis of rates that were decided for each province. The rate of revenue was decoded for each crop and it differed from crop to crop.

Complete solution:
Todarmal was born on 1st January 1500 in Uttar Pradesh. He was one of the “Navratna”. He served as the finance minister of the Mughal empire during the reign of Akbar. Under the reign of Akbar, he performed his duty in Agra and later served as the governor of Gujarat.

Todarmal is also known for translating “Bhagavata Purana” into Persian. It is counted in Hinduism eighteen great Puranas. It is made of twelve books with a total of 332 chapters. A fortress-place in the district Sitapur of Uttar Pradesh is built by Todarmal. He dies on 8th November 1859 in Lahore. He also rebuilt the “Kashi Vishwanath Temple” in 1585.

The Zabt revenue system and a system of taxation called “Dahshala” were introduced by Todarmal. Provinces like Gujarat and Bengal were exempted from these systems.

Additional Information - The Navratna include Abul Fazal, Faizi ratan, Tan Singh, Man Singh, Bhagwaan, Akbar, Rahiman, Birbal, and Todarmal. Some of the important books written by him are “Five specialized therapies of Ayurveda” and “Panchakarma: Bases on Ayurveda Saukhyam of Todarnanda”.

Hence, the correct answer is option C.

Note:
The system of zabt did not apply to the provinces of Gujarat and West Bengal because in those areas the rulers of the Mughal empire were not able to keep the data and track of the records of the revenue system.
