The molarity of a solution is also defined as the ratio of the number of moles of solute to volume of the solution in liters. Iff molarity of two solvents is given and we need to calculate the volume used then we can use the formula of the molarity equation which is as follows ${M_1}{V_1} = {M_2}{V_2}$ .
Thus, using the formula: -
${M_1}{V_1} = {M_2}{V_2}$
Now substituting the given values,
$10 \times 10 = 0.1 \times V$
Thus $V = 1000$ ml
As the $10$ ml of water is to be added then the net $HCl$ required is $1000 - 10 = 990$ ml.
