As we know that its valency is four that means it must have four electrons in the outermost shell . as we know that the main focus of every element is to complete the octet. Now as the carbon has four electrons in the outermost shell then in order to complete the octet it must need four more electrons so finally this octet gets completed when carbon forms the bond with the other atoms and this is further possible by sharing of electrons.
When we further talk about the oxygen then we come to know that its atomic number is eight. Further after getting distributed it has two electrons deficiency in the outermost shell in order to complete the octet.
