Hint:- In this question divide the decrease in number from original number and multiply the answer by hundred to get the percentage value.

Complete step-by-step solution -
Given that,
Original number of population $ = 25000$
After decrement number of population $ = 24500$
Therefore decrease in number $ = 25000 - 24500 = 500$
Percentage decrease formula is written below:
$
   = \dfrac{{{\text{Decrease in number}}}}{{{\text{Original number}}}} \times 100 \\
   = \dfrac{{500}}{{25000}} \times 100 \\
   = 2 \\
$
Hence percent decrease is 2%.
Note:- In this question first of all we found the decrease in number of population by subtracting the population after decrement from original number of population after that we put the values in percentage decrease formula and got the final result as two percent decrease in population.
