There are multiple reasons which lead to the formation of Muslim league. The Muslims claimed that the congress, which had Hindus in majority was indifferent towards Muslims. They also were disappointed as according to them, the interests of the congress were polar opposite to the interests of this community. Hence by 1906, the Muslims leaders were convinced of the fact that they needed a party of their own to voice their opinions.
Along with this, Muslims had Educational and economic backwardness which made the leaders feel that establishment of a separate Muslim organisation could represent the wishes if the muslims. Moreover, there was a recent Urdu-Hindi controversy, and the evolution of Minto Marley reforms became a turning point as at that point the Mulims did not have a political platform to demand their shares.
These factors together formed the basis of the establishment of the Muslim league by Nawab khwaja Salimullah and had iconic leaders like Liaquat ali and Mohammad Ali Jinnah.

Note: A resolution to form the All India Muslim League was passed by the founder of the league, Nawab Salimullah Khan and Hakim Ajmal Khan was in absolute support for it along with Maulana Muhammad Ali and Moulana Zafar Ali. The resolution was passed by the All India Educational Conference on 30th December 1906, as mentioned above in Dhaka, earlier known as Dacca.
