Hint:
We are asked to find the number of whole numbers that lie between the greatest 2 digit numbers and the smallest whole number, so we will first understand the whole number and then look for the smallest whole number. After that, we will get the largest 2 digit number. Once we get both, we will count the numbers between them.

Complete step by step answer:
We are asked to find the numbers of the whole number that lie between the smallest whole number and the two-digit greatest number. To find the solution we should know about the whole numbers. A set of proper numbers that start from 0 and move only in the positive direction are defined as whole numbers. The whole numbers are 0, 1, 2, 3, …. Just like whole numbers, there is another set of numbers called natural numbers. The natural numbers start from 1 and keep on moving in just the positive direction. They also consist of a proper number (no decimal included).
Now to find the number between the smallest whole number and 2 digit number (biggest) we will first have to find what smallest whole numbers are and what largest 2 digit numbers are.
Now, as whole numbers start from 0 and move only in a positive direction like 0, 1, 2…. So on. So, clearly, all terms are greater than 0. Hence, 0 is the smallest whole number and as 2 digit number end at 99, so 99 is the largest 2 digit number. So, we have to count the number that is between 0 and 99. We can see that between 0 and 99 numbers present are 1, 2, 3,…..up to 98. So, the number present between 0 and 99 is from 1 to 98. So, a total of 98 numbers are there. Hence, we get between the smallest whole number and the largest 2 digit number. There are 98 whole numbers present.
Hence, option (d) is the right answer.

Note:
Whenever we are asked to tell numbers between ‘a’ and ‘b’ at that question, we have to count all terms that are there from a to b but a and b are not counted. Also, never get confused between natural numbers and whole numbers.
