Complete Step by Step Answer This agreement was signed in Dec 1916 by the INC (Indian National Congress) and the All India Muslim League. This agreement was passed by the INC in Lucknow Session on 29 Dec 1916 and by the All India Muslim League on 31 Dec 1916. Mohammad Ali Jinnah is the head of the All India Muslim League introduced a United Congress League plan of constitutional reforms. According to this plan, the Congress League agreement provided for giving more proportionate representation to different constituencies and provinces where they were minorities for Muslims. After this pact, the conflict between moderates and extremists was reduced to some realm. The Indian National Congress agreed to the idea of reservation of one-third of seats for Muslims in the council.
