For doing that we need to use basic arithmetic simplifications like addition and transformations like shifting from right hand side to left hand side and reduce it.
Here we will shift all the terms except the term involving $h$ in it to one side and keep that respective term in one side. For that here we will shift $f$ from right hand to left hand side. After doing that we will have
$\Rightarrow y-f=hx$ .
Now as we need the value of $h$ we will divide the whole equation that is we will divide the both sides of the equation with $x$ . After performing this basic simple arithmetic division we will have
$\Rightarrow \dfrac{y-f}{x}=h$ .
Therefore we can conclude that the equation of $h$ obtained from the given equation $y=hx+f$ is $\dfrac{y-f}{x}$
