Hint: When it is given a fraction that we have a numerator and denominator then we need to simplify it, just divide the numerator by the denominator as this sign we call as \[''upon''\] indicates the division. Then the value obtained after simplifying the fraction will be in decimal form.

Complete solution:
As it is given the fraction is \[\dfrac{3}{12}\].
Let suppose a fraction \[\dfrac{a}{b}\].
We know that the upper part \[a\] is known as a numerator and the lower part \[b\] is termed as a denominator.
Now to simplify it we just need to divide this numerator with denominator as the sign that is used between the numerator and denominator is said to be \[''upon''\] or \[''by''\]
Means \[\dfrac{a}{b}\] can be written as \[a\div b\]
\[\Rightarrow \dfrac{3}{12}=3\div 12\]
Now on dividing \[3\] by \[12\] , we get
\[\Rightarrow 0.25\]
Thus, we have simplified the fraction and the new simplified form is termed as a decimal form.

Hence \[\dfrac{3}{12}=0.25\].

Note: To simplify the fraction just divide the numerator that is the upper part with the lower part that is the denominator. The value obtained after simplifying is termed as a decimal value, they both are values same only the forms are different.
