Hint: A democratic government is commonly termed as a government of the people, by the people and for the people. Under a democratic government, people are the source of government authority and thus, they either directly contribute to decision making or elect representatives who make decisions on their behalf. Universal Adult Franchise or Universal Suffrage is meant to provide all citizens, who have attained a certain age (mostly 18), the right to vote regardless of their gender, religion, caste, class, ethnicity, wealth, income, place of birth, etc. This feature forms the very basis of democracy.

Complete step by step solution:
Option A: is correct. As per the Election commission of India, only citizens are eligible to vote if they are 18 years old on the qualifying date, enrol only at ordinary place of residence and enrol only at one place. The 61st Amendment to the Constitution in 1988 lowered the age of voting in elections from 21 to 18 years. Overseas Indians qualify as a resident of the address given in their passport and service voters qualify as a resident of their home address. Citizens who have been declared by the law that they are unstable to vote or barred due to corrupt practices or any illegal activities relating to elections are disqualified from voting. Once a citizen is eligible to vote and has enrolled as a voter, the Election Commission issues a photo ID to the citizen which is known as the Voter ID.
Option B: is incorrect. Although alien citizens residing in India are provided with some fundamental rights like the right to freedom and such, they are not given the right to vote.
Options C and D: are incorrect.

Note: Universal adult franchise was granted on Jan 26, 1950, when the Constitution of India formally came into effect. It was adopted in the Indian Constitution as a basis of elections to the Lok Sabha and the state legislative assemblies.
