Complete answer: On the initiative of retired Civil Service officer Allan Octavian Hume, the Indian National Congress held its first meeting in Bombay from 28-31 December 1885. In1883, in an open letter to graduates of the University of Calcutta, Hume presented his concept of a body representing Indian interests. Its aim was to gain a greater share of government for educated Indians and to develop a forum for civil and political dialogue between them and the British Raj. In March 1885, Hume took the initiative to convene the first Indian National Union meeting. It was planned to be conducted in Poona. Because of the A cholera outbreak, it was transferred to Bombay. With the permission of the Viceroy, Lord Dufferin, Hume held the first meeting in Bombay. The first President of Congress was Umesh Chandra Banerjee. 72 delegates, from each province of India, attended the first session.
