Complete answer:
India has a Council of Ministers which has around 50-60 members. From these members 15-20 members are appointed as the Cabinet Ministers and they form the Cabinet. The Prime Minister being the head of the ruling party and of the Council of Ministers, is also the head of the Cabinet.
