The President is the nominal head of the government and all laws and bills are passed under his/her name.
Complete answer:
India has a Council of Ministers which has around 50-60 members. From these members 15-20 members are appointed as the Cabinet Ministers and they form the Cabinet. The Prime Minister being the head of the ruling party and of the Council of Ministers, is also the head of the Cabinet.
The Prime Minister himself is appointed by the President. The Cabinet is also appointed by the President, but it is only done by the advice and recommendations by the Prime Minister. Thus, we can say that the Cabinet cannot exist without the Prime Minister.
