Hint: For solving this question you should have knowledge of this sequence: ones, tens, hundredth, thousand, ten thousand, lakh, ten lakh, crore, ten crore. You should have remembered this much.
We have to write numeral of sixteen crore four lakh fifty thousand three hundred ten
So first write numeral of sixteen crore $ = 160000000$
Now write numeral of four lakh $ = 400000$
Then write numeral of fifty thousand$ = 50000$
And at last write numeral of three hundred ten$ = 310$
Now simply add all the numerals and you will get the required numeral $ = 160450310$
