A figurehead in politics is a person who appears to occupy an important and often immensely powerful title or office de jure (by name or by law). Despite this, de facto (in actuality) has little or no actual power. This usually denotes the fact that they are the head of state but not the government. To make it more clear we shall understand this concept from the viewpoint of India.
The ceremonial figurehead of India is Ram Nath Kovind. He is the nominal head without whose consent or approval no law can be implemented.

The head of government is the highest or second-highest person in the executive branch of a sovereign state, a federated state, self-governing colony, autonomous region, or other government, and presides over a cabinet, which is made up of ministers or secretaries who supervise executive departments.
 In India, the prime minister is the real head or the head of the government. He presides over a cabinet, a group of ministers or secretaries in charge of executive departments.
