Hint:When two objects or bodies interact with each other, force is said to be acting on them. This is because force is defined as a push or a pull between the bodies. A force can change the position or velocity of a body. It is a vector quantity. So it has both magnitude and directions.

Static means stationary or at rest. So if an object is at rest and is in a state of equilibrium then it is said to be in ‘static equilibrium’. A state of equilibrium can not be changed until an external force is applied on the system. When an object is in equilibrium condition, then the net force acting on the object will be equal to zero.
Therefore it can be written that

So in static procedure, the system is kept in equilibrium by applying external force and then the observations of the applied force is made in order to find the targeted force.
Note:It is to be noted that when all the forces acting on a system are balanced then the object is said to be in equilibrium. In such a condition, the upward force is balanced by the downward force and the leftward force is balanced by the rightward force. But the magnitude of the forces acting, may or may not be equal. When the net force is zero then the acceleration of the body or system in such a case is also equal to zero.
