In November 1875 the Prime Minister Benjamin Disraeli appointed the governor-general of Lytton, India. While working there, Lytton was deeply concerned about India-Afghanistan relations. At the time of his appointment, Russian influence was growing in Afghanistan, and Lytton had orders to fight against it or to forge strong border defenses. When negotiations failed to persuade Afghans to expel the Russians, Lytton used coercion, resulting in the second Afghan invasion of 1878-1880.
The British bureaucracy in India was opposed to Indian entry into public services. Therefore, in order to prevent the Indians from entering the competition, Lytton reduced the eligibility age from 21 to 19 years.
