The Constitution of India seeks to secure for all its citizens, among other things, social and economic justice, equality of status and opportunity, and assures the dignity of the individual. Article 46 of the Constitution supplies that the State shall Encourage with exclusive care the educational and economic interests of the feeble sections of the society and in special, of the Scheduled Castes and Scheduled Tribes and shall guard them against social inequity and all forms of soaking. Several provisions have been included in the Constitution for Embalm and promote the interests of the Scheduled Tribes in various spheres to enable them to join the national mainstream.

For effective execution of various safeguards provided in the Constitution for the SCs & STs and, various other protective legislations, the Constitution provided for the appointment of a Special Officer under Article 338A of the Constitution to inquire all matters relating to these safeguards and to legwork to the President on their working.

A Special Officer known as Commissioner for SCs & STs was nominated for the first time on 18 November 1950. To facilitate effective functioning of the Office of Commissioner for SCs & STs 17 regional offices of the Commissioner were set up in different parts of the country.

The tenure of the chairman of the national scheduled tribes commission is not fixed, he remains at the post till the pleasure of the president of Indian.
