It was the nation's first post-colonial organised incorporated territory, established in 1787 by the Congress of the Confederacy through the Northwest Ordinance.

The territory included all of the land west of Pennsylvania, northwest of the Ohio River, and east of the Mississippi River below the Great Lakes when it was formed. The Treaty of Paris of 1783 gave the territory to the United States. The area was a part of the British Province of Quebec during the Revolutionary War. It included all or portions of six future U.S. states (Ohio, Indiana, Illinois, Michigan, Wisconsin, and the northeastern part of Minnesota).

The Northwest Territory was made up by the head of the Mississippi River and north from the Ohio River. Basically, it was Wisconsin and Minnesota south to the Mississippi River's confluence with the Ohio, and eastward up the Ohio River to western Pennsylvania.
