Hint: It is revered as a sacred place by Bhils from three states of India such as -Rajasthan, Gujarat and Madhya Pradesh. It is a main element of tribal identity which both the parties have been attempting to harness

Complete answer:
For social as well as the moral development of the Bhils, Govind Guru established the Samp Sabha and also formed the Bhagat Movement in order to keep Bhils within the boundaries of Hinduism. When Bhils had been forced to perform Begar, they started a movement. The Britishers also felt that the aim of this social reform movement which was run by Govind Guru is concerned with the Bhil state's formation. Govind Guru had been arrested and later on released. He also proceeded towards the Mangarh hills and during October 1913, he also gave a message as well as urged the Bhils to assemble on the Mangarh hill.

Thus, Option C is the appropriate answer.

Note:
Mangarh is located amid picturesque Bhil villages on a hill at the very far end of the southern Rajasthan, Mangarh Dham is split between the states of Rajasthan and Gujarat, literally. Move a few metres away from the statue of Bhil social reformer and spiritual leader Govind Guru, you are promptly greeted with a “welcome to Gujarat” text message by BSNL.
