For social as well as the moral development of the Bhils, Govind Guru established the Samp Sabha and also formed the Bhagat Movement in order to keep Bhils within the boundaries of Hinduism. When Bhils had been forced to perform Begar, they started a movement. The Britishers also felt that the aim of this social reform movement which was run by Govind Guru is concerned with the Bhil state's formation. Govind Guru had been arrested and later on released.
