Mahatma Gandhi devoted much of 1917 in Champaran, looking for a way to obtain for the peasants safety of tenure as well as the privilege to cultivate the crops of their choice. The next year, 1918, Gandhiji was associated with two campaigns in Gujarat, his home state.

First, he arbitrated in a labour dispute in Ahmedabad, asking for better working conditions for the textile mill workers. Then he joined peasants in Kheda, on the request of the local peasant leaders, asking the state for the revenue remission following the failure of their harvest. Due to excessive rains, the peasants had lost about 25 percent of their crop. Therefore, they wanted the suspension of their land revenue installments. They sent several petitions to the government, but the government was firm on recovering its dues.

Gandhiji requested all farmers to fight till their last breath against this injustice of the British. He appealed the rich farmers to support the poor ones by not paying revenues despite having the potential. Later the British brought a policy demanding the rich farmers to pay their due willingly (which rebounded as no rich farmer voluntarily wanted to pay revenue).

Note: Although the struggle did not succeed, the government at least accepted not to seize the property of the non-paying peasants. Gandhi gained nationwide popularity by supporting the poor in these localised causes. He broke the hurdle of fright in the minds of people.
