At that time all the elements are not known. Only sixty-three were recognized at that time. So, during the arrangement of elements, Mendeleev faced a problem that all the elements were not getting arranged in a sequence if the atomic weight property was followed strictly.
So, after some study, he found that chemical properties depend upon the atomic weight.So, he took sixty-three cards and wrote a chemical property on each card then placed the cards with the same chemical property together in a vertical column. We found that cards with similar properties show a sequence of increasing atomic weight.
Therefore, atomic weight was the important property that was used by Mendeleev to classify the element in his periodic table and he was not stuck to that.
