Complete answer: International convention has decided to use the prime meridian passing through the Royal Astronomical Observatory at Greenwich. The time zone here is called the Greenwich Mean Time (GMT). This is used as a standard, and other time zones are set relative to it.
The earth rotates on its own axis, completing a 360 degree revolution over 24 hours. This leads to the 24 time zones and with covering of every 15 degrees one hour is covered. So, now as earth rotates from west to east, east to GMT, time is increased and west to GMT time is decreased. These 24 zones are carved out with the help of the longitudes.

So by observing the index and divisions, one can study the different time zones. These time zones are often not in sync with the boundaries of nations, so they either take a single time reference or divide themselves into different time zones. The USA for that matter has 5 and Russia has 11 different time zones.
