For example if you have eaten 2 burgers while you normally eat 4 so it means you have eaten $\dfrac{1}{2}$ of what your actual capacity is so in percentage it is referred to as $50\%$ .
So, percentage % is always compared with 100, meaning we consider 100 as actual value.
So if we do half of what we do normally it means half of 100 which is 50 so 50%.
So we can see that to obtain a fraction we divide the percentage by 100.
So as we have –
$70\%$ so we divide it by 100 and we get the factor
So $70\%=\dfrac{70}{100}$
