Hint: This type of question can be solved by converting the equation. First we will multiply by three to both side of the given equation and then we will get a linear equation in one variable.to solve the linear equation in one variable we will use basic concept of solving the simple equations in one variable, we will subtract minus four to both side of the equation and then we will solve for the value of the variable in the given equation. After dividing the equation we will find the factor of both numerator and denominator of the rational fraction and then we will cancel the same term from both denominator and numerator of the rational fraction. To find the factor of the numerator and denominator we will take the least common factor of both denominator and numerator.

Complete step by step solution:
Step: 1 the given expression in the question is,
$\dfrac{{x + 4}}{3} = 9$
Multiply the given equation both sides by three.
$3 \times \dfrac{{x + 4}}{3} = 9 \times 3$
Cancel the same number from denominator and numerator of the equation.
$x + 4 = 27$
Subtract minus four to both sides of the equation.
$ \Rightarrow x + 4 - 4 = 27 - 4$
Solve the equation to find the value of $x$.
$x = 23$

Therefore the value of $x$ in the expression is equal to $23$.

Note:
They must know to simplify a simple equation in one variable. They should cancel the term in the equation, which is coming in both the numerator and denominator of the equation. They should not make any mistake while solving this type of problem.
