Undemocratic simply means not democratic, not agreeing with democratic practice or ideals.
Democracy is a form of government in which individuals have the right to select their governing legislation. Key questions for democratic theory, creation, and constitution are who people are and how power is shared among them.
In democracies, every citizen vote has the same value irrespective of gender, caste, religion, or race. This ensures political equality among its citizens.
There are four forms of power-sharing-
1. Power-sharing among different organs of the government– This type of democracy is shared among the Legislature, executive, and Judiciary. No organ can share unlimited power as they can check each other. This distribution is called the horizontal distribution of power.
2. Power-sharing at different levels of the government- It is a federal form of government. This power is shared between central and state governments. This distribution is called the vertical distribution of power.
3. Power-sharing among different social groups – Power can also be shared among different social groups such as linguistic and religious groups. There are constitutional and legal arrangements whereby weaker sections and women are represented.
4. Power-sharing among various political parties – political parties aim to control power by contesting elections. Citizens of India have the freedom to choose among the various contenders for power. When one party does not get a majority. Two or more come together.

Note:An election commission is a body charged with overseeing the implementation of the electioneering process of any country.
