Hint: The part of the whole is the hundredth percentage. Take a common example if I share half of the pizza with you it is $50 - 50$ i.e. fifty percentage. To write the percentage as a decimal, simply divide it by $100$. For Example - $50\% \;{\text{becomes 0}}{\text{.5}}$. By logic fifty percentages is the half of hundred percentages. One percentage is one hundredth of the whole and therefore can be written as both in decimal and fraction.


Complete step by step solution –
Given that \[0.6\% \;{\text{of 45 = }}\dfrac{m}{{100}}\]
Now simplify the left hand side of the equation –
When we remove % sign, number is always divided by hundred
$\therefore \dfrac{{0.6 \times 45}}{{100}} = \dfrac{m}{{100}}$
Remove hundred from both the sides of the equation, as it cancels each other.
$
  \therefore 0.6 \times 45 = m \\
  \therefore m = 0.6 \times 45 \\
  \therefore m = 27 \\
 $
Therefore, the required solution is - when,\[0.6\% \;{\text{of 45 = }}\dfrac{m}{{100}}\], $m = 27$
