When a current is passed through a conductor, and when the current flows we can observe a change in the magnetic field inside the self-coils of conductor only, and when some other coil of the inductor is brought closer to the first coil, then the loops are influenced by a standard magnetic flux. Then we say that they have a property of mutual inductance.
Another way to explain this phenomenon is that when two separate spiral coils are brought in contact with each other, the magnetic field in either of the waves tends to interact with the other loop and we can then see that there is a generation of voltage in either of the coils and hence this characteristic of one loop which leads to change the voltage or charge per unit time in another loop then it is said to be the property of mutual inductance.
Note: When a stationary inductor coil is kept under the influence of the magnetic field, then there is not any change in flux and hence there is not any generation of induced electromotive force on the other coil.
