Complete answer: The Home Rule League Movement was established in 1916 by nationalist Bal Gangadhar Tilak and English social reformer Annie Besant. The term was borrowed from a similar movement that happened in Ireland. The Movement refers to the struggle that the Indian nationalists had to go through to achieve self - rule from the British Indian government. Tilak’s group focussed on Western India and Besant was set up on Madras and focussed on all over India.
The objectives of the Home Rule League Movement were as follows :
a) To establish Swaraj or self - government under the dominion of the British government.
b) To establish home rule by promoting political education.
c) To regain the confidence of the Indians against the domination of the British government.
d) To revive the political activity on their own while also maintaining the principles of the Congress party.

The Home Rule League Movement had more impact on India than other contemporary movements. It brought a major transition due to its objectives.
