Step 1: Draw a circle with a center O and radius \[3{\rm{ cm}}\].
Step 2: From center O, take any point outside the circle at a distance \[5{\rm{ cm}}\], that is $OP = 5\;{\rm{cm}}$.
Step 3: Draw the bisector of OP which intersects OP at point M.
Step 4: Now consider point M as a center, and measure OM. Draw a circle that intersects the previously drawn circle at point A and point B.
Step 5: Now, join Point A to point P and point B to point B such that, $AP = BP$.
Step 6: So, AP and BP are the required tangents, and on measuring tangents $AP = BP = 4\;{\rm{cm}}$.
