Hint: Electric current is the electric charge’s movement through a conductor and the electromagnetic waves are formed due to moving electric charges but once created, they will spread through a vacuum. The smaller packets of the energy which propagate as the electromagnetic waves are photons.

Complete answer:
In order to understand the difference between electrical energy and electromagnetic energy first let’s understand what electrical energy is.
We can simply define it as an energy which is converted from the electrical potential energy.
Electric potential energy can be defined as it is an potential energy resulting from conservative coulomb forces and associated with the configuration within a given system of a particular set of point charges
By virtue of the two main elements an object can have electrical potential energy, its own electrical charge and its relative location of the other electrically charged objects.
Now let’s understand what electromagnetic energy is.
Electromagnetic energy or the radiation travels in waves that ranges from extremely long radio waves to very short gamma rays over a large spectrum just a small portion of this spectrum called as the visible light can be observed by the human eye.
Therefore electrical energy is created inside the conductor but electromagnetic waves can travel through space. It is proportional to frequency of the wave.

Note:
As an approach to understand the difference between electrical energy and electromagnetic energy, first we have seen electrical energy which is a result of the electric potential energy and can flow through a conductor but electromagnetic waves can travel through space and are created by moving charges.
