Hard Work is defined as the base of everything a person does in life for achieving any goal where all the skills and capacity of a person is involved.
Both these elements are important for a successful life ahead.

Complete answer:
There is a significant difference between effort and hard work.

Effort can be explained as when a person tries to do something even when he or she has never done that kind of job such as volunteering work for habitat or for humanity and in that case you have to be a carpenter that day. Some types of carpentry jobs are easier than others but building the exterior framework must be done with accuracy and such type of project requires a great amount of hard work as it is the skeleton of the house. Example, fitting a nail on the wall of a dining room is not the easiest thing to do but it is less critical than the framing that makes the house and can be done with people who are less skilled or semi-skilled.
Hard Work means working at something which has been done earlier and is not being done with extra purpose and reason. Hard work is applicable to jobs or situations that are beyond the reach of effort level and might even rise to the expertise level. Also hard work can be a complementary skill. If you are a skilled worker whose work depends on the season such as your work is not required during the dead of winter in your area, you might travel to a warmer climate to continue your work and support yourself/family when the work in your area is not being done.

Note: An effort can be understood as a try on something while hard work shows some level of specialization attained.
If the job done by you is enjoyed by you then the effort can lead to hard work and also if you are good at a particular job or service then also effort leads to hard work.
A lot of people make an effort to service their bikes or rebuild older bikes but the hard work of bike mechanics is not an effort.
