In response to the threat of communist takeovers, especially in Greece, President Truman established the Truman Doctrine. He promised to keep the communist uprisings in Greece and Turkey under control. While no direct American military action was normally used, Congress allocated funds to help Greece and Turkey's economies and militaries.

During the Greek Civil War, Truman made the appeal. He said that if Greece and Turkey did not receive assistance, they would eventually succumb to communism, with disastrous consequences for the region. Since Turkey and Greece were traditional rivals, it was deemed appropriate to assist both countries fairly, despite the fact that Greece's crisis was much more serious. In essence, the US promised assistance to "democratic" governments facing a communist takeover by forming the Truman policy.
