Hint: Sodium hydroxide is a base with the molecular formula of $NaOH$ . Commercially it will be available as sodium hydroxide crystals or pellets. To prepare aqueous solution of sodium hydroxide the pellets of sodium hydroxide must dissolve in water. $10\%$ aqueous $NaOH$ solution can be prepared by dissolving $10gm$ of $NaOH$ in $100ml$ of water.

To prepare an aqueous solution from the solid compounds, certain grams of amount must dissolve in $100ml$ of water to obtain that certain percent of solution.
Thus, to prepare $10\%$ aqueous $NaOH$ solution $10gm$ of $NaOH$ should dissolve in $100ml$ of water. The solution obtained is $100ml$ of $10\%$ aqueous $NaOH$ solution.
While preparing the sodium hydroxide solution, at first sodium hydroxide pellets must dissolve in little amounts of water out of $100ml$ of water. The beaker in which the solution is prepared should be kept in an ice bath as the preparation of the sodium hydroxide solution is an exothermic process which releases a lot of heat.
