For example: refractive index of air = 1.
And refractive index of glass slab = 1.5.
Mow as we know that velocity of light (V) is inversely proportional to refractive index ($\eta $), where proportionality constant is speed of light (C)
$ \Rightarrow V = \dfrac{C}{\eta }$
So if the refractive index increases the velocity of light decreases.
Now from the above example glass slab is a denser medium as compared to air so its refractive index is higher than air.
So the velocity of light in glass slab is less than the velocity of light in air.
So denser mediums have higher refractive index but lower velocity of light.
