The Council of Ministers is an administrative body. Members of this body come through the elections who manage governmental affairs on different levels. They hold authority and power for expressing their stand for any decisions which have been taken on the premises of the governmental institutions. The body of the Council of Ministers differs in accordance with the Central and State government and local authority. Basically, Cabinet gets used to define the Council of State whereas Central authority figures enjoy the Central authority under the guidance of the Prime Minister. There are different areas such as Health, Education, Defense, Human Rights, Rural and Urban Development, etc which differentiate the ministers in accordance with their portfolios. There are Union Council of Ministers and State Council of Ministers in the case of Indian experience. The Union Council of Ministers holds the supreme executive authority. They are called the Union Cabinet Ministers.
State Council Ministers hold the junior authority in their respective states. The Union Cabinet is headed by the Prime Minister who gets appointed by the President.
