Hint: All the values which are in the form of $\dfrac{p}{q}$ called fraction or rational numbers where $q \ne 0$.Fractions are divided into part one part is numerator $\left( p \right)$ and other part is denominator $\left( q \right)$.
Complete step by step solution:
Given that –
Percentage Value $28\% $
We know that when we remove percentage then we get $100$ in the denominator of that number because $1\% = \dfrac{1}{{100}}$ so here we also do the same we will remove the percentage so we will get
Now we will remove the percentage from $28\% $
Now we get one $100$ in the denominator, after that the fraction is $\dfrac{{28}}{{100}}$
Which is the desired value which we want by converting the given percentage
Therefor the fraction of $28\% $ is the $\dfrac{{28}}{{100}}$
After completely solving the above fraction we will get $\dfrac{7}{{25}}$ which is the required answer to our question
Now we will change the $28\% $ into the decimal
Now for changing in the form of decimal we will use the converted fraction which we got in the above solution
Now we will divide $\dfrac{{28}}{{100}}$
We know that when in the denominator of any number we have zeroes like -$10,100,1000...$, etc then for changing it into the decimal value we will put the decimal point before the number, and the place of a point depends on the zeroes so in our question we have $100$ so we will put decimal point before two numbers
So, we will get the decimal form of our question which is
$ \Rightarrow \dfrac{{28}}{{100}} = 0.28$
Therefore the decimal form of our question $28\% $ is the $0.28$ which is our required answer.
Note: When we divide any number if the dividend is less than the divisor then we add zeros in the last of the dividend so we can divide easily and put a point before the quotient. For changing any decimal point value into a percentage, first, we have changed it into the fraction then by multiplying it with $100$ we get the percentage value.
