 The percentage is represented by the symbol "%". The percentage is converted into fraction form or decimal form by dividing the given percentage by 100 like 1% in fraction form is 1100 and in decimal form is 0.01. In the given question, we are given a percentage and we have to express it as a ratio so we follow the above-mentioned procedure to get the correct answer.
On dividing 0.004% by 100, get –
 0.004100=4100×1000=125000
Hence, 0.004% in fraction is 125000 .
So, the correct answer is “ 125000 ”.

Note: In statement form, the percentage is written as – “x percent of some amount”. For example, 60 percent of Rs.1800, here Rs.1800 is the whole amount so it is represented by 100%.
The percentage can be calculated by multiplying the given amount/substance with the "percent" divided by 100. In the given example, 60 percent of Rs.1800 is 60100×1800=Rs.1080
The above example can be rewritten as - 60 percent of 1800 or 0.6 times of 1800. Instead of writing 0.004% in fraction form as 4100000 , we write its simplified form 125000 that is we divide both the numerator and denominator by the common factors till they both don’t have any prime number as their common factor.
