$abc=a\times 100+b\times 10+c$

As in given options we have expanded the form of three digits numbers. Generally in three digit numbers the value of digits are one , ten , hundred in reverse order.
For example if we have a three digit number abc , then in reverse order c is in one place , b is in tenth place and a is in hundredth place.
So we can write it’s general form as given below:
$abc=a\times 100+b\times 10+c$
In option A. $200\times 4+10\times 1-3$ number is not expanded in the form of $abc=a\times 100+b\times 10+c$. So it is not the correct option.
In option B. $1\times 100+2\times 10+3$ and option C. $4\times 100+3\times 10+8$ numbers are expanded in the form of $abc=a\times 100+b\times 10+c$. So both are correct options.
In option D. $12\times 100+5+2\times 10$ order is not followed. So it is also not the correct option.
So option B and C are correct.
Note: While we choose the correct option we can check that number should be expanded as in multiple of 100 , 10 and 1.
