Hint:We can assume from the name carbogen itself that it is something which is related to carbon. There are several compounds which are related with carbon like carbon dioxide, carbonate, syngas, carbonic acid, carborundum etc.

Complete step by step answer:
It is also known as Meduna’s mixture. It was introduced by Ladislas Meduna. Carbogen is used as an inhalant, i.e. something which is used for inhaling.
It is actually a mixture of oxygen and carbon dioxide. It is mixed in different ratios. About $95 - 98\% $ of oxygen is mixed with $2 - 5\% $ of carbon dioxide.
When we split the term carbogen we would find that it is a combination of carbon and oxygen. “Carbo” from carbon dioxide and “gen” from oxygen is taken to form carbogen.
The major use of carbogen is tissue culture. The air in the atmosphere has more carbon dioxide than that of oxygen. So to balance the amount of carbon dioxide in the air, carbogen is used. It helps to absorb oxygen.
It is also used to treat respiratory diseases, tumours, hearing impairment, etc by stimulating breathing. Since it is mostly used for inhalation, the major composition is that of oxygen because we need oxygen for breathing.

Hence option B is correct.

Additional information:
It is used in the treatment of several diseases in which some of them are given below:
-Bladder cancer
-Central retinal artery occlusion
-Prostate cancer
-Head and neck cancer
-Stroke and seizures
-Sudden hearing loss

Note:
Originally carbogen composition is $30\% $ carbon dioxide and $70\% $ oxygen. It is said to be an antidote of carbon monoxide, i.e. it is used to counteract carbon monoxide which is a poison to our body. Carbon monoxide can easily bind with blood which causes damage to the tissues. Thus carbogen is used.
