Hint: A democratic government is elected through voting in a democratic country. Before every election, the list of people in the country who are eligible to vote is prepared well in advance and circulated.

Complete answer:
Voting is the mechanism through which the electorate appoints government officials, and these elected representatives make decisions by considering popular deeds through bills in a democracy. To shield voters from the intimidating power of politicians and to protect their privacy, many countries use ballot paper or select ballots.

The Electoral Roll, commonly known as the Voters' List, is prepared well before the election and issued to everybody in a democratic election. It is the government's duty to ensure that the names of all registered voters are included on the voter list. The Election Commission of India, election commission and chief electoral officers of each state are responsible for publishing and updating the electoral roll in India.

Every year, these government bodies revise the electoral roll so as to add the names of those who are 18 after 1st January and those who moved into different constituencies or to remove the names of dead. The list can be downloaded from official government websites.

Note: Electoral rolls and voter registration serve a variety of purposes, including making voting easier on election day. Voter registration can help authorities detect electoral fraud by allowing them to check an applicant's identity and right to vote, as well as ensuring that they don't vote multiple times.
