Hint:First we will discuss administration at rural level.Our democratic structure has three levels namely union or central government, state government and local government at grassroots level. Needs of people at rural level are taken into account by this rural level of government.

Governance is through Panchayati raj institution( rural) and municipal institution(urban) at grassroots level. Both the Panchayati Raj institution and the municipal institutions are called institutions of local self government jointly put forward. Balwant rai mehta put forward its report about introduction of three tier system of Panchayati Raj including Village Panchayat at Village level, zila Parishad at district level. Elections are held every five years .When power is taken away from the government at center or at state and given to local government it is called decentralization. The intention behind doing it was that there are a large number of problems and issues which are best settled at local level. Problems of one locality can be handled by the person of that particular area more efficiently. They have better ideas of improvement in their locality and could utilize the resources (money and people) easily. In this case people would directly take part towards making more participation in democracy. Hence local self government was introduced.

Note:Municipal corporation,municipalities,cantonment board,notified area committee,town area committee,port trust and improvement trust ,these all are bodies of local self government at urban level. The availability of the body in a particular area is based on the population of that area.
