Hint: The telephone exchange was established by the British regime in India during the last of the 1800s. It was established in three major cities in India during that time.

Complete step by step answer:

In 1882, Oriental Telephone company from England started the first telephone exchange at Calcutta (Kolkata), Bombay (Mumbai), Madras (Chennai) and Ahmedabad. The exchange in Calcutta was named as the Central telephone exchange and had a total of 93 subscribers at the beginning.
So option (B) in the options has the place Mumbai, which was one of the places in which the first telephone exchange was established.

So the answer is option (B)- Mumbai.

Additional Information:

In 1850 experimental electric telegraph started for the first time in India between Calcutta (Kolkata) and Diamond Harbor (southern suburbs of Kolkata, on the banks of the Hooghly River). In 1851, it was fully opened for the use of the British East India Company. Construction of telegraph started throughout India after the year 1851. A separate department was opened to the public in 1854.
In the 1990s the telecom sector was opened up by the Government of India for private investment.
In1995 TRAI (Telecom Regulatory Authority of India) was set up. This reduced the interference of the Government in deciding tariffs and policy making.
The Government of India corporatized the operations wing of Department of Telecom in 2000 and renamed Department of Telecom as Bharat Sanchar Nigam Limited (BSNL).

Note: From the year 1902, India shifted its focus from cable telegraph to wireless telegraph, radio telegraph, radio telephone and trunk dialing.
In the year 1975 Department of Telecom (DoT) was responsible for telecom services in the entire country after separation from Indian Post & Telecommunication.
