Based on the intermolecular forces or arrangement of atoms, the matter is classified into $3$ categories: Solid, Liquid, and Gas.
In case of solids, the arrangement or the structure of the substance is fixed and the atoms are tightly packed. This is due to the presence of strong intermolecular forces of attraction between the atoms. Due to this the molecules possess a high force of attraction between them.
In case of liquids, the arrangement or the structure of the substance is not fixed and the atoms are not tightly packed as in case of solids. Unlike solids, liquids can take the shape of a container. This is due to the presence of less strong intermolecular forces of attraction between the atoms. In comparison to solids, liquids possess a less force of attraction between them.
In case of gases, the arrangement of the atoms is very loose and the atoms flow freely. This is due to the presence of weak intermolecular forces of attraction between the atoms. Due to this the molecules possess a weak force of attraction between them.
Now, sugar is a solid in-state, water is liquid and Oxygen exists as a gas. So the increasing order of forces of attraction between them will be $oxygen > water > sugar$.
